The City Council

Policy formation and legislative authority are vested in the City Council that consists of a Mayor who is elected to a four-year term and four council members who serve staggered terms. Elections are held every two years.

The Mayor and Council members receive mail at City Hall, 145 Fifth Avenue East, PO Box 1670, Hendersonville, NC 28793.

Mayor Barbara Volk

Barbara Volk has served on the City Council since 1989. She is originally from Chicago and moved to Hendersonville in 1975. She attended Valparaiso University in Valparaiso, Indiana and earned a bachelor's degree in mathematics. She also received a degree as a medical record administrator from the allied health school at Bowman Gray School of Medicine in Winston-Salem. She is self-employed and provides computer-related services to small businesses and works as a registered parliamentarian. She and her husband, Pediatrician Doctor James Volk, decided to relocate to Hendersonville after Dr. Volk received a job opportunity. They wanted to live in a town that is small and family friendly. Mrs. Volk has served on the City Council since November 1989. She was elected Mayor in November 2009 for a four-year term.



Mayor Pro Tem Jeff Collis

Jeff Collis was born on January 31, 1969 at Pardee Hospital, to J.D. and Geraldine Collis. He is married to Shelby and they have two sons and a daughter born April 14, 2008. He is a veteran of the US Air Force serving as a Security Police Sergeant during Desert Storm. He is actively involved as a member of Hendersonville First United Methodist Church. Jeff works for the State of NC with the Department of Corrections, 29th Judicial District Division of Community Corrections as an Adult Probation Officer. He is a graduate of Montreat College with a Bachelors Degree in Business Administration. He was re-elected in November 2009 for a second four-year term on the Council.


Council Member Steve Caraker

Originally from Los Angeles, California, Steve has been a resident of Henderson County since 1983 and a resident of the City of Hendersonville for the past twelve years. He and his wife, Donna, a Henderson County native, live in the West Side Historic District. He worked for Henderson County Building Inspections from 1992 until 2008 as the lead Plumbing/Mechanical Inspector. He was an adjunct instructor for Blue Ridge Community College from 1997 until 2007. Steve was an appointed member of the City of Hendersonville’s Historic Preservation Commission for six years and served as chairman for the last five years of his appointment. He currently works as a project manager for T.P. Howard Plumbing in Fairview N.C. Steve enjoys his various capacities in public service and feels very fortunate to live in the City of Hendersonville. In his free time, he enjoys the ongoing challenges of restoring he and his wife Donna’s 1920’s home in the Westside neighborhood. He was elected in November 2007 for a four-year term on the Council.

City Manager, William "Bo" Ferguson

The City Manager is Bo Ferguson. His office is located at City Hall, 145 Fifth Avenue East, Hendersonville, NC. The phone number is 828/697-3000. The City of Hendersonville adopted the Council-Manager form of government with the election of 1994. The City Manager handles day-to-day operations of the City. If you have a complaint that is not resolved by speaking with the department head (as may be the case when your complaint involves a question of City policy or cases that eventually will be directed to the City Council) then contact the City Manager. The department head you contact will know if your situation involves a question of policy and will direct you to the City Manager.

The manager is the chief administrator of the city. He is responsible to the City Council for administration of all the City's affairs placed in his charge by them, and has the following duties:

  • Appoints and, when necessary for the good of the service, suspend or remove all municipal employees in accordance with general personnel rules, regulations, policies, or ordinances as the council may adopt.
  • Directs and supervises the administration of all departments, offices, and agencies of the city, subject to the general direction and control of the council, except as otherwise provided by law.
  • Attend all meetings of the Council and recommends for adoption such measures as he deems necessary to better serve the public.
  • Sees that all laws of the state and the ordinances, resolutions, and regulations of the Council are faithfully executed within the city.
  • Prepares and submits the annual budget and capital program to the Council.
  • Submits to the council and makes available to the public a complete report on the finances and administrative activities of the city as of the end of the fiscal year.
  • Other reports as the council may require concerning the operations of city departments, offices, and agencies subject to his direction and control.
  • Generally promulgate the policies of the city as established by the City Council.

His office is located on the third floor in City Hall.


City Attorney, Samuel H. Fritschner

Samuel H. Fritschner has served as the City Attorney since 1994. He grew up in Louisville, Kentucky. He received a Bachelor of Arts from Wake Forest University in 1974 - degree in religion and anthropology, J.D. Degree from University of Louisville School of Law in 1981, and has practiced law in Hendersonville since 1988.


City Clerk, Tammie Drake

The City Clerk, Tammie K. Drake, CMC, maintains the official records of the City, all ordinances, resolutions, policies, etc. adopted by the City Council, the agendas and minutes of City Council meetings. She also maintains the information on all the boards and commissions appointed by the City Council. If you are interested in any of these things, please call her at 828/697-3005.
